The legalization of online casinos examined by the French parliament
Many European countries have already authorized online casinos. These include Malta and the UK.
However, they are still banned in France. In fact, they were not included in the liberalization of web gambling which came into force on June 8, 2010.
To remedy this regrettable situation, a bill is seeking to legalize online casinos in France.
It is currently being examined by the French National Assembly’s law commission.
A crucial period for bill n°1248
On Tuesday May 23, 2023, the deputy for the first constituency of Vendée (Philippe Latombe) registered bill n°1248 with the National Assembly.
This bill concerns the legalization of online casinos in France.
Since Tuesday September 19, the bill has entered a crucial period for its hypothetical implementation. It is being examined by the French National Assembly’s law commission.
Legalization in 2 phases via a moratorium until January 1, 2030
For the time being, Philippe Latombe’s bill proposes a simple 5-year moratorium. The idea is to allow land-based casino operators to offer online casino games with the help of supply and maintenance companies until January 1, 2030.
This should enable the market to be tested. If the trial proves successful, there are already plans to pass another law. This will completely open up the sector to all operators who wish to do so, even if they do not operate land-based casinos in France.
With this 2-phase legalization, Philippe Latombe is seeking to give land-based casino operators the time they need to develop under calm economic conditions before facing competition from other operators.
Indeed, if the legalization of the online casino market had been total from the outset, it could have had a detrimental effect on the land-based casino sector, with adverse consequences for employment, for example.
What’s more, the financial equilibrium of local authorities hosting such gaming establishments could also have been threatened.
For the time being, online casinos are expected to be able to offer the same games as their land-based counterparts. What’s more, they would have to pay similar taxes.
Foreign-licensed online casinos used by between 1.4 and 2.2 million French people
According to Philippe Latombe, the absence of online casinos from the liberalization of the web gaming market doesn’t really make sense nowadays. Indeed, with the success of smartphones and tablets, online casinos are increasingly popular in France, especially after the closures of many public places decided during the international Covid-19 coronavirus pandemic.
According to a recent report by the French National Gaming Authority (ANJ), between 1.4 and 2.2 million French people already play at online casinos licensed abroad.
