Quebec will soon deny certain criminals access to casinos
Some time ago, a series of press articles revealed that certain members of organized crime were rolling out the red carpet at the entrance to casinos in the Canadian province of Quebec.
This scandal prompted the government to react. It decided to ban all those who had committed offences related to theft, drugs, receiving stolen goods and organized crime from casinos.
A ban in Loto-Québec’s 4 casinos
On Wednesday July 26, the Legault government published a draft regulation in the Gazette officielle du Québec. It provides for prohibit access to casinos by people whose presence or behavior is likely to jeopardize public security.
This concerns all individuals who have pleaded guilty or been convicted in cases relating to theft, drugs, handling stolen goods and organized crime in the last 5 years.
In addition, the draft regulations also provide for the possibility of casinos expelling individuals who would undermine the integrity of their operations or undermine public confidence in the integrity of their operations.
It was the Minister of Public Security (François Bonnardel) on the one hand, and the Minister of Finance (Eric Girard) on the other, who brought forward this draft regulation. Now that it has been published in the Gazette officielle du Québec on July 26, it will come into force after a 45-day delay.
It concerns the 4 casinos operated by state-owned Loto-Québec, namely those in Montreal, Charlevoix, Gatineau and Mont-Tremblant.

A scandal revealed by the press
The reason the government drew up these draft regulations was the explosive revelations made by the press in November 2020. A series of articles, which caused a scandal at the time, showed that certain influential members of organized crime were in the habit of visiting the Casino de Montréal.
Loto-Québec didn’t just welcome them regularly. As they established themselves as some of its best customers, the state-owned company also frequently offered them gifts such as hotel rooms, restaurant meals or tickets to shows.
What shocked the public most about these revelations was that, as Loto-Québec is a public company, all these gifts were made at public expense.
A draft regulation following a Deloitte report
Naturally, the publication of this series of press articles caused quite a stir. This prompted the Minister of Finance to commission a major independent audit from the British multinational firm Deloitte, in order to gain a clearer picture of the situation.
The resulting report, 6 months later, advised the government to introduce legislation to ban certain gamblers from casinos for reasons related to criminal activity.
This advice did not fall on deaf ears, as it was included in the famous draft regulation that we are interested in today.
